Job SummaryThis position is located in the Office of the Chief Technology Officer (OCTO). The Information Technology Specialist acts as the Senior Wireless Network Engineer assisting the DC-Net Engineering Program Manager in carrying out the District Government's responsibility in supporting the District of Columbia's city-wide Wireless Network. The purpose of this position is to provide a variety of duties supporting Information and Communication Technology needs of assigned district government agencies. The IT Specialist performs complex assignments in the areas of design and planning, deployment, operations and technical support for IP-based wireless communication systems that support data, voice, and video networks. The wireless network engineer conducts thorough and detailed system studies of existing functions and methods of operations and develops wireless communication system plans to refine, elaborate upon, and obtain further benefit for Enterprise wireless LAN IT support. From these studies, the incumbent analyzes systems and creates detailed technical documents to define logical, and workable wireless networks.

Duties And ResponsibilitiesBuilds new elements of the wireless infrastructure within their domain to meet requested needs and in consideration of the current and future architecture. Adds new elements to a blueprint, documents them effectively, and directs the testing and implementation of changes. Creates technical blueprints, translating logical architecture into physical specifications. Directs and oversees the implementation efforts. Manages the product lifecycle for the wireless infrastructure to assure operational availability; designs and specifies changes for implementation. When provided with an objective to improve performance in their area(s) of technology, develops and implements action plans needed to effect the change. Perform site survey, Capture the RF coverage using the tools, gathers information to collect technical requirements and documents the findings. Researches wireless products analyzes all viable options and makes technical recommendations. Coordinates and conducts meetings with vendors, (Win response to inquiries, evaluation, testing and acquisition of hardware and software products.

Manages large and/or complex projects, processes or services that have impact across multiple areas of the organization, such as across multiple functions, processes, services, etc. Contributes subject matter expertise and serves as a technical resource for other professionals in the wireless network field. Assesses demand for wireless services or technology area and develops plans to meet future capacity needs and makes recommendations to the manager. Provides technical guidance and mentorship to team members. Develops milestones for assigned projects and communicates with immediate supervisor, project managers, and vendors. Takes the lead in developing, documenting and implementing policies and procedures related to network and communication standards. Communicates with vendors and contractors to develop and monitor project milestones and to ensure standards compliance. Performs administrative duties associated with the ongoing operation and support of Wireless network such as billing, customer assistance, and inventory. Operates and maintains tools and equipment of the trade. Cleans work area upon completion of project. Performs other related duties assigned. Specific duties and responsibilities may vary based upon departmental needs.

Qualifications And EducationApplicants must have at least one (1) year of specialized experience equivalent to at least the CS-14 grade level in the District of Columbia government service, or its non-District equivalent. Specialized experience is experience that has equipped the applicant with the particular competencies’ skills, knowledge, and abilities to successfully perform the duties of the position and is typically in or related to work of the position to be filled.

Licensures and CertificationsMust possess at a minimum one or more Wireless industry professional certification such as: Cisco Certified Network Professional.

Working Conditions/EnvironmentThe work is sedentary; however, some lifting up to 50 lbs. may be necessary. The work is performed in an office like setting and will require local travel to install/troubleshoot equipment both within indoor and outdoor government facilities.

Position Designation: The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability – Security Sensitive.

Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.

Residency Preference: When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment.
